WILLAPA COMMUNITY DEVELOPMENT WCDA's mission is to create opportunities for business formation, growth and job creation and preserve the economic and social integrity of the places in which it does business. The WCDA was formed to acquire strategically located properties for the purpose of renovating them into affordable housing for low-and moderate-income families. The WCDA will undertake studies and project management duties on publicly sponsored community development projects in order to lessen the burdens of government.
