CITY OF EMPORIA EMPLOYEE HEALTH CARE FUND The City of Emporia Health Care Fund was established for the purpose of paying medical claims for eligible employees and their participating dependents. In January 2009 the City transitioned to a fully funded health insurance plan. The City again transitioned to a partially self-funded plan in 2020.
