AREAWIDE BUSINESS COUNCIL INCORPORATED About Us Planning and Development District III is a voluntary association of county, municipal and tribal governments. Planning and Development District III service area includes 15 counties, 60 cities and 3 tribal governments in Southcentral & Southeast South Dakota Planning and Development District III service area includes 15 counties in Southcentral & Southeast South Dakota - Aurora, Bon Homme, Brule, Buffalo, Charles Mix, Davison, Douglas, Gregory, Hanson, Hutchinson, Jerauld, Lyman, Sanborn, Tripp, and Yankton. Within our 15 counties are 3 tribal Governments - Crow Creek, Lower Brule Sioux, and Yankton Sioux. Also within our service area are 60 cities. The 2020 Census total population of the region is 100,636 with 13,218 square miles. On December 4, 1970, Governor Frank Farrar signed an Executive Order creating the boundaries. Members formed the voluntary association under a "Joint Cooperative Agreement", which was authorized under state joint powers statutes. The District also utilizes the expertise of its Comprehensive Development Strategy (CEDS) Committee. This group consists of mainly private sector representatives. It provides policy, guidance and service feedback on business related issues. District III has a strong record of local support. Its membership has given the organization the freedom to expand services and professional relationships as regional needs evolved. Click HERE for a list of resources
