GOAL PARK FOUNDATION The Goal Park Foundation was established with a primary vision to develop and maintain a linear park in East Downtown Houston by converting the Columbia Tap Rail Trail into a thriving linear park akin to the High Line in New York or the Belt Line in Atlanta with a focus on nature, art, sports and the cultural celebration of communities in Houston.
