Housing Choice Voucher Program The HCV Program, more commonly known as Section 8, helps low-income families afford to lease their choice of housing from the private rental market, and in certain cases purchase a home through the HCV Homeownership program. Housing Development IHA's nonprofit arm, Insight Development Corp, partners with state and local governments, community organizations and private partners to creatively address the housing needs of the Indianapolis community.
