FOUNDATION FOR HEALTHY COMMUNITIES OF NORTHEASTERN UTAH Promoting healthy communities by developing resources to protect and improve the environment, promote health, and prevent disease. Current Programs & Services: FINANCIAL ASSISTANCE FOR FAILED SEPTIC SYSTEMS HCNEU offers the Decentralized Water Systems (DWS) Loan Program to individuals residing in Daggett, Duchesne, and Uintah counties. The DWS Loan Program provides 1% interest loans to eligible individuals to repair or replace a failed or failing onsite wastewater system (septic system). Eligible individuals must have HOUSEHOLD income at or below 60% of the gross non-metropolitan median household income for the State of Utah. STUDENTS WORKING AGAINST TOBACCO (SWAT) HCNEU offers scholarships to two students from each high school in the Uintah Basin who will take opportunities to make a difference with their peers, to prevent tobacco, and vaping, among other students at their schools and in their community. The purpose is to encourage students and peers to remain tobacco & drug free.
