PROVIDING ACCESS TO FUNDS TO HELP INCOME- QUALIFIED HOMEOWNERSMAKE NEEDED REPAIRS ON THEIR HOMES AND FIRST TIME HOMEBUYERS PURCHASE AND REHABILITATE A HOME, 5. PLANNING, TECHNICAL ASSISTANCE AND REAL ESTATE DEVELOPMENT TO SUPPORT COMMUITY REVITATLIZATION.
